Overview

Our Environmental Sector delivers comprehensive environmental solutions to meet the full project lifecycle needs of clients in renewable energy, oil - gas, transportation, and manufacturing industries. With one of the largest multimedia air and land permitting and compliance teams in the country, we support client success in manufacturing and industry, liquids delivery and processing, natural gas storage and delivery, power generation and delivery, and transportation projects.

POSITION SUMMARY

TRC is seeking a Staff Scientist / Biologist to join our Permitting, Planning and Licensing Practice. The successful candidate will report to TRC's Albuquerque, New Mexico team. The Staff Scientist / Biologist position will have an emphasis in environmental planning and permitting for a variety of projects and clients in the areas of renewable energy, electric generation and transmission, and pipeline.


Responsibilities

  • Prepare desktop critical issues analysis reports.
  • Conduct biological field surveys which may include wetland/waterbody (in accordance with USACE requirements), habitat, or wildlife and plant species-specific surveys, conduct breeding bird and raptor surveys.
  • Prepare technical reports from field surveys such as wetland reports and threatened and endangered species habitat reports.
  • Prepare agency consultation letters to agencies such as USFWS and State Wildlife and Fisheries.
  • Prepare jurisdictional determination requests for multiple USACE Districts.
  • Work with USACE to obtain jurisdictional determinations including conducting site visits.
  • Prepare permit applications for USACE Section 10/404 and state permit applications.
  • Communicate and coordinate with agencies during permitting review process and attend meetings with clients and Federal, State, and local agencies such as pre-application meetings, geologic review meetings, etc.
  • Provide technical support in responding to requests for proposals.
  • Work with project managers on strategic pursuits, including proposal development and client meetings, and help to maintain strong relationships with key planning leaders.
  • Position could lead to a Project Manager position. This would entail the above duties, as well as added duties: Cross-sell and increase business from accounts under management, work with other TRC project managers and sales professionals on developing efficient business development strategies for new and existing customers and participate in strategic growth initiatives to expand TRCs client and delivery footprint across the Southwest and Rocky Mountain Regions.
  • Abide by Company policies and procedures.
  • Other duties and special projects as assigned.

Qualifications

QUALIFICATIONS, SKILLS, AND ABILITIES

  • Minimum qualifications include a bachelor's degree in environmental science, natural resources, biology, ecology, or related field, and 5 to 8 years of post-degree experience.
  • Strong ability to prioritize, organize, and perform multiple work assignments simultaneously.
  • Knowledge of and ability to identify vegetation within New Mexico, the Southwest, and surrounding regions.
  • Knowledge of and ability to apply environmental compliance and permitting regulations of applicable regulatory agencies in the New Mexico, the Southwest, and surrounding region.
  • Excellent verbal communication skills mandatory, along with the ability to maintain a positive attitude working under aggressive schedules and challenging work conditions such as heavily vegetated, rough terrain and hot and humid weather conditions.
  • The ability to prepare clear and concise reports, procedures, correspondence, and other written materials is also required.
  • Familiarity with data collection tools such as ArcGIS/Fulcrum is preferred.
  • PWS certification or the ability to be obtain is preferred.

Additional Desired/Preferred Qualifications:

  • Experience with Indian nations, tribal lands, and pueblos in NM and the Southwest.
  • Experience with Experience performing Phase I Environmental Site Assessments.
  • Experience writing NEPA related documents such as Environmental Assessments, Categorical Exclusions, and related technical reports.
  • Experience routing linear projects across landscapes to avoid and minimize environmental impact.
  • Experience evaluating existing or proposed projects for impacts to the environment, necessary permit procedures and potential fatal flaws (due diligence).

Compensation: Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
