This position plays a key role in the support and planning of climate resilience initiatives and serves as a technical resource supporting adaptation strategies within the urban environment. The successful candidate will serve as a member of a multi- disciplinary team to further county-wide resilience planning, including research and development of climate data analytics, geovisualization, and landscape scale data analysis. This position will complement ongoing project management and development efforts in a variety of disciplines that work synergistically under the County's Chief Resilience Officer.

The Resilience Unit leads a wide range of projects and proposals to plan for diverse climate hazards. Daily efforts will require coordination, interpretation, and application of technical information to help inform decision-making relating to the County's climate resilience priorities. Longer term activities may include providing support to an advisory board or work on a team to develop a research and analysis approach to an evolving resilience topic such as heat stress. Strong organizational, analytical, and quantitative skills will benefit the candidate in this position.


General Description

This is an advanced level technical and scientific position within the Resilience Unit of Broward County's Resilient Environment Department. This position will play a key role in the furtherance of the county's climate resilience efforts with responsibilities that include data analytics, geovisualization, project management, and technical contributions to support unit, agency, and county-wide initiatives. An understanding of the south Florida environment, current and future hydrological conditions and the impact of climate change is integral to this position.
The preferred candidate will also have significant experience in advanced GIS processing techniques across the suite of ESRI software offerings and experience incorporating sea level rise projections and/or other climate-related data sets to inform vulnerability assessments, adaptation strategies relevant to urban planning, natural resources protection, infrastructure design and evolving resilience topics. The candidate will also have experience collecting and interpreting technical data from online, crowd-sourced, and in-field sources and previous demonstrable experience sharing such data across platforms such as websites, storymaps, and other interactive formats.

The position requires excellent communication skills, both orally and in writing, experience with Microsoft products, and experience with website and social media support. Candidates should be highly motivated and creative, enjoy working as a team, and have superior organizational skills. Responsibilities may include contract management, project planning, development, and reporting, participation in technical work groups, and collaboration with agency partners. Work environment encourages innovation, leadership, and creativity. Work is reviewed through regular meetings, reports, and assignments. Staff in the Resilience Unit report to the County's Chief Resilience Officer.

Minimum Education and Experience Requirements:
Requires a Bachelor's degree from an accredited college or university in geography, computer science, planning, engineering, or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of professional experience analyzing, designing, or managing GIS databases and processes, including two (2) years of lead work experience.

Special Certifications and Licenses:
Possess and maintain a Florida Class E Driver's License based on area of assignment.

Preferences:
Master's or Doctorate degree from an accredited college or university in computer science, environmental sciences, engineering, geology, hydrology, planning, or closely related field.
Certified Geographic Information Systems Professional (GISP).
Project Management Professional Certification (PMP).
Environmental Systems Research Institute (ESRI) Desktop Certification.
Environmental Systems Research Institute (ESRI) Developer Certification.
Environmental Systems Research Institute (ESRI) Enterprise Certification.
Environmental Systems Research Institute (ESRI) Specialty Certification.
2+ years experience developing business analytics dashboards (Microsoft Power BI, Tableau etc.).
2+ years experience with shell programming and scripting (Python, bash) or modern programming languages (Java, SQL).
2 + years experience in GIS Database Management, including ArcGIS Enterprise Portal.
2+ years experience developing ArcGIS web applications.
2+ years experience with south Florida resilience, natural resource, hydrology, or environmental protection work.
DUTIES AND RESPONSIBILITIES

Reviews, interprets, and analyzes GIS data from projects using GIS hardware or software applications.

Designs, develops, and manages project-specific relational database applications using desktop and enterprise database software.

Performs high-level data analysis, dashboard interface design.
Develops user acceptance testing (UAT) criteria, and business intelligence (BI) documentation.

Maintains and manages the Enterprise ArcSDE enterprise geodatabases including performance of configuration and tuning, database security and access, database compression and version management, archiving, replication, and synchronization.
Analyzes Geographic Information Systems (GIS) data to identify spatial relationships or display results of analysis, using maps, graphs, or tabular data.

Manages large, dynamic GIS datasets to drive accurate, streamlined project implementation.
Reviews existing or incoming data for accuracy, usefulness, quality, or completeness of documentation to ensure quality of automated information.

Coordinates GIS functions and uses with other departments, other agencies/jurisdictions, engineers, developers, and the public.
Assists with analysis, research, design, and implementation of all mapping tools, templates, standards, and software. Research technical issues and provides solutions; makes technological recommendations for improvements.

Conducts research and attends training for professional development.

Acts as a lead worker providing guidance, support, and leadership to other professional staff.

Performs related work as assigned.
