REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Information Technology Specialist.
This position requires extensive Information Technology project management skills developed and obtained through a minimum of four or more years of project management related to information technology and includes planning and managing multiple diverse IT projects ranging in size and complexity.

This position will work within the Enterprise Technology Services Project Management Office managing security and compliance, internal infrastructure, business applications development and vendor product implementation projects for the County's customer agencies. This senior position takes accountability for delivering projects, manages stakeholder expectations, and effectively resolves issues through use of project management tools and techniques. Additional responsibilities may include gathering requirements from the client/business and creating business requirements documentation.

This position requires occasionally driving to various Broward County locations as related to project needs.

The ideal candidate will have the following:
* Have excellent oral and written communication necessary for project communications and project updates to all levels of management
* Skill in conducting meetings and be comfortable in presenting to stakeholders and/or senior leadership
* The interpersonal skills to influence and spur change, facilitate, and enhance performance within a cross-functional environment
* Demonstrated decisiveness in resolving business problems, making decisions, and identifying priorities
* Proven ability to demonstrate a drive for results and accountability of business needs
* Project Management Professional (PMP) certification
* An intermediate level of proficiency with MS Project, Excel, PowerPoint and SharePoint

General Description
Manages large scale information technology projects.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in computer science or closely related field.

(One year of relevant experience may be substituted for each year of required education.)
Requires four (4) years of experience in systems analysis, systems design and/or applications programming relevant to area of assignment including related project management or closely related experience.

Special Certifications and Licenses

Preferences
  • Project Management Professional (PMP) Certification
  • Certified Scrum Master
  • Experience with MS Project, Server on Premise/MS Project Online
  • Master's Degree or higher in a related field
  • Six Sigma Green Belt
  • Business Analysis Certification (PMI-PBA) or (CBAP)
  • Other Project Management Certifications
  • Project management experience with IT Security projects at time of application
  • Experience in the formal transition of IT projects to operations
  • Experience in managing Public Sector IT Projects


DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Manage project scope and ensure that risks, assumptions, and constraints are identified, understood and documented
  • Be responsible for project quality and delivery from original concept through final implementation
  • Perform new project work which includes, scope definition, kick-off meetings and project meetings
  • Manage project risks, mitigation plans and manage issues
  • Create project checklists, work breakdowns and schedule
  • Communicate project direction, approach, events and status to all project resources and business sponsors
  • Oversee cross-functional projects and coordination of critical cross-module integration points
  • Work with business stakeholders within a cross-functional matrix environment
  • Work with group managers for resource allocation and assignment
  • Monitor and control schedules
  • Practice project documentation standards defined by the PMO
  • Formally close projects and transition to operations
  • Report to the PMO and Office of the CIO
  • Perform related work as assigned
