Job Description
What You Will Do:

Gannett Fleming is looking for an experienced Environmental Planner with a good strong command of NEPA and NEPA processes as related to transportation projects, to serve in a pivotal role on major and minor capital improvement projects associated with a large-scale transit program in the Greater Chicago area. In this capacity, you lead various stages of project development related to environmental planning, NEPA process management, and environmental permitting. Well-developed communication, technical writing and project management skills required. This is a hybrid role, assigned to the client office in downtown Chicago 2-3 days per week. Key responsibilities include:

  • Assist with developing Environmental documentation, including project initiation summaries, checklists, documented categorical exclusions, presentations, or other materials for coordination with the FTA and/or State Historic Preservation Office (SHPO).
  • Assist with regulatory compliance and navigation of the permitting process and work to minimize legal and regulatory risks including processing and tracking of various permits, licenses, approvals, permits, zoning approvals, and similar activities as required by authorities having jurisdiction (AHJ).
  • Coordinate with technical disciplines, including historic architects or engineering specialists, to support the development of the necessary documentation for Environmental permitting and reporting. Coordinate with the legal team for preparation of Memorandum of Agreement (MOA) or similar legal documents when required.
  • Support the preparation of permits, as required, including coordinating stakeholder engagement strategies.
  • Assist in facilitating Community Engagement by participating in meetings with the public and third-party stakeholders.
  • Assist with Environmental compliance of to identify and define permit requirements, manage, and incorporate stakeholder input (e.g., FTA, SHPO, Municipalities, Local Commissions, etc.)
  • Assist with interdisciplinary Collaboration and coordination with the design team on design review packages for submissions to different stakeholders as required for NEPA coordination or AHJ permits.
  • Coordinate with the construction team on any required NEPA compliance during construction activities and to assist in permit tracking during the construction phase.
  • Contribute to the preparation of documents, forms, and processes related to obtaining various types of permits, licenses and approvals.
  • Work with document control to properly document and store all permit submissions and approvals
Education | Experience:

Minimum Qualifications

  • Bachelor's Degree in Environmental Management, Environmental Science, Civil Engineering, Environmental Engineering or related field of study.
  • 3-5 years of relevant professional work experience, specifically with permitting, licensing and approvals
  • An AICP is preferred, but not required.
  • Excellent inter-personal, time management, organizational and communication skills
  • Capacity to coordinate and manage the essential components of a permit tracking system.
  • Working knowledge of permit applications and approval procedures associated with major transportation, transit and/or municipal infrastructure projects strongly preferred.
  • Experience with stakeholder engagement processes related to Federal, State and Municipal permits and approvals.
  • Excellent working knowledge of computer software such as Microsoft Office, Adobe Acrobat, Bluebeam
